I. Policy Review: Hydrogen Energy Policy Updates Domestic and Overseas

(I) Domestic Policies

Beijing Municipal Development and Reform Commission:Issued the "Notice on Organizing Applications for the 2025 National Key R&D Program 'Hydrogen Energy Technology' Key Projects." Application materials must be submitted online by July 3, 2025. The Beijing Municipal Development and Reform Commission, as the project recommending unit, will conduct a detailed review of the submitted materials by July 10 and confirm recommendations.

Shanghai Municipal Oceanic Administration:Released a public announcement seeking comments on the "Shanghai Marine Industry Development Plan (2025-2035) (Draft for Public Consultation)." The document emphasizes strong support for the R&D and application of new energy vessels, as well as the low-carbon transformation of traditional vessels. It aims to accelerate the development of a new generation of dual-fuel environmentally friendly ships, liquid hydrogen transport ships, and electric vessels, and to expedite the R&D and demonstration applications of fuel-powered ship types such as LNG, methanol, liquid ammonia, and hydrogen.

General Office of Guangzhou Municipal People's Government:Issued the "Notice on the Three-Year Action Plan for Promoting the Development of the Intelligent Connected New Energy Vehicle Industry in Guangzhou." During the policy implementation period, for the first 5,000 fuel cell vehicles newly purchased and registered in Guangzhou that meet the technical advancement requirements, have their data connected to the relevant national, provincial, and municipal fuel cell demonstration application information platforms, and meet other relevant conditions, the buyer (enterprise or individual) will receive a subsidy of 4% of the unified tax-included invoice price of the motor vehicle, with a maximum subsidy of 40,000 yuan per vehicle.

Science and Technology Department of the Inner Mongolia Autonomous Region:Issued the "Notice on Organizing Applications for the 2025 National Key R&D Program 'Hydrogen Energy Technology' and 'Energy Storage and Smart Grid Technology' Key Projects." Application requirements state that project applicants must strictly raise matching funds in accordance with the application notice. The same project can only be submitted through a single recommending unit and cannot be repeatedly or multiply submitted.

(II) Overseas Policies

European Union:Guided by the "European Green Deal" and the "European Climate Law," the EU has introduced a series of carbon reduction policies. Among them, the "EU Fuel Regulation" (FEU) will be officially implemented in 2025, promoting the accelerated application of renewable fuels in the shipping industry. The Carbon Border Adjustment Mechanism (CBAM) will be implemented in 2026, imposing carbon taxes on specific imported goods.

Germany:Adopted the "National Hydrogen Strategy," planning to achieve a green hydrogen production capacity of 5 GW by 2030.

US:Formulated the "Inflation Reduction Act" and the "Clean Energy Transition Energy Supply Chain Strategy" to encourage enterprises to invest in hydrogen energy and fuel cell technology R&D.

II. Corporate Developments: Surge in Project Signings and Technological Collaborations

​​Large Projects Take Off

Puton (Beijing) Hydrogen Production Technology Co., Ltd. has been pre-selected as the winning bidder for the hydrogen production equipment of the 2X660MW new construction project at the Xiwangzhai coal-electricity integrated project of Fugu Company, a subsidiary of Shaanxi Company.

Shenzhen Wenshi Hydrogen Energy Technology Co., Ltd. has successfully secured an order for the "60MW electrolytic water hydrogen production comprehensive equipment project."

The Tongyu green hydrogen-based energy integrated project of CNNC Huineng Jilin Energy Co., Ltd., which includes an 1.8 million ton/year green methanol project, has been approved.

Jilin Electric Power Share Co., Ltd. has issued an "Announcement on the Proposed Investment and Construction of the Lishu Green Methanol Innovation Demonstration Project," which includes plans to build a 200,000 mt-class methanol synthesis unit for the methanol synthesis portion.

The hydrogen production product "BOP Separation System," jointly developed by CIMC Enric and Hydrogenergy, has been successfully delivered and will be applied in Hydrogenergy's European projects.

COSCO Shipping Heavy Industry has delivered the first domestically built 16,000 TEU methanol dual-fuel container ship.

Geely has delivered 36 methanol-hydrogen EVs to Zhangjiakou.

Corporate Collaboration Developments

Two benchmark projects of Sany Hydrogen Energy Co., Ltd.—the "Demonstration Project for the Application of Hydrogen-Based Low-Carbon Metallurgy and Protection Technology" (jointly implemented with Hunan Liansteel) and the "Integrated Green Electricity Hydrogen Production and Hydrogen Refueling Station with Hydrogen Traffic Demonstration Project"—have been successfully selected for the first batch of low-carbon hydrogen application scenarios in the industrial sector in Hunan Province.

Hydrogen Energy and PT Samator have signed a memorandum of understanding.

Wu Chaoke, Vice President of Beijing Energy International Holding Co., Ltd., met with Xue Yuan, Member of the Standing Committee of the Dengkou County Party Committee and Deputy County Head of the Bayannur City Government in the Inner Mongolia Autonomous Region, in Beijing. Both sides held discussions and exchanges on in-depth cooperation in the green hydrogen sector.

The core equipment for the ammonia synthesis section of the CNEEC Songyuan Hydrogen Energy Industrial Park (Integrated Green Hydrogen, Ammonia, and Methanol) Project—the synthesis gas compressor unit—has successfully passed its initial test run.

Sinopec has issued guidelines on the performance and testing requirements for alkaline electrolytic water electrodes, requiring suppliers to provide experimental test reports on electrode activity, mechanical stability, and durability.

 

III. Technological Advancements: Breakthroughs in Efficiency and Cost

​​Electrolyzer Field

Trina Green Hydrogen has launched MW-class PEM hydrogen production equipment, 10MW alkaline hydrogen production equipment, and MW-class containerized hydrogen production systems.

SPIC Central Research Institute: The hydrogen storage and transportation team of the Advanced Low-Carbon Research Institute has developed a large-diameter (DN150), high-pressure (10MPa) non-metallic flexible hydrogen pipeline, which has successfully achieved safe and stable operation for 30 days on the test platform.

​​Siemens Energy has launched a new generation of PEM electrolyzers: The current density has been increased to 4A/cm² (compared to the industry average of 2-3A/cm²), the energy consumption per unit of hydrogen production has been reduced to 42kWh/kg, and the mass production cost has been decreased by 18%.

Dalian Institute of Chemical Physics, Chinese Academy of Sciences, achieves breakthrough in membrane technology for alkaline electrolyzers: develops an ultra-thin (20μm) composite separator, enhancing electrolysis system efficiency to 85% (LHV) with a lifespan exceeding 60,000 hours.

Fuel Cell Innovation

Dongfang Hydrogen Energy secures a patent for a system that improves the humidity of air entering the fuel cell stack.

Lanshi Equipment's 90MPa ionic liquid hydrogen compressor manufacturing project achieves phased results and is expected to enter the comprehensive testing phase.

Georgia Power and Mitsubishi Power announce the successful completion of the second hydrogen-natural gas blended fuel experiment for the M501GAC natural gas turbine under partial and full load conditions.

C International Hydrogen Energy Standards Organization (IH2A) launches "Green Hydrogen Traceability Certification"

Collaborates with Microsoft and S&P to develop a blockchain traceability platform, enabling verification of carbon intensity from renewable energy generation to end-use applications, and boosting international green hydrogen trade.

China-Europe Hydrogen Energy Trade Corridor Launched

Ningbo Port, Rotterdam Port, and Antwerp Port sign agreements to jointly build liquid hydrogen loading and unloading terminals and a cross-border certification system, with the first batch of pilot green hydrogen trade routes totaling 30,000 mt/year (to be operational in 2027).

The US Hydrogen Energy Association (DoE) leads the formation of the "Hydrogen Refueling Station Compatibility Alliance"

to unify the 70MPa hydrogen refueling nozzle interface standard, eliminating barriers in hydrogen refueling protocols for automakers such as Toyota, Hyundai, and Nikola, and promoting interoperability of hydrogen refueling networks.
